GFL RESPONSE TO AN ACTION PLAN

WE WANTED TO LET EVERYONE KNOW THAT WE HAD OUR CITY ATTORNEY FOLLOW THROUGH WITH SENDING THEM A LETTER AND THIS IS THEIR ACTION PLAN TO ADDRESS EACH IDENTIFIED ISSUE:
1. Staffing Recovery: A shortage of drivers has affected the entire trucking industry. As with other waste haulers, including in the Illinois market, GFL Environmental has been affected by this shortage. Unfortunately, at the same time of this industry shortage, over the past two months, GFL Environmental's Clinton facility experienced an unexpected reduction in CDL drivers due to both voluntart and involuntary separtions, thus leaving GFL without driver's experienced in servicing the City's routes. To address the driver shortage issue, we have deployed temporary relief drivers from neighboring GFL Environmental's operations and are actively onboarding and training new local drivers to restore full staffing capacity. It is beneficial that GFL Environmental can draw upon the resources of its other facilities to help with a particularlu severe local shortage of drivers. However, these substitue drivers. GFL Environmental continues to educate sustitue drivers about the routes and provide necessary local maps for them, but there have been instances where these new drivers may have missed collections. However, when customers have been missed, GFL Environmental has made efforts to recover the missed collection within the next day.
2. Service Schedule Adherence: While the driver shortage caused temporary collection delays, GFL Environmental reaffirms its commitment to provide consistent service schedules. Solid waste collection will reliably occur every Monday, and recycling collection will continue its bi-weekly Monday schedule without further interruptions.
3. Accountability & Missed Collection Protocols: A GFL Environmental's Route Manager is currently auditing both trash and recycling routes in the City. Going forward, drivers will check in at the Maroa City Hall upon route completion each week to ensure transparent communication with City staff. Any missed collections reported by City Hall or directly by residents will be remediated within 24 hours, in full compliance with Section 2.1 of our contract. The day after each collection, Clinton General Manager, will reach out to the City Clerk via email to check in on the previous day's work.
4. Future Performance: We believe that with the recent onboarding of new drivers and the ability to draw from resources at other GFL Environmental facilities, GFL Environmental is in a better position to cope with this widespread driver shortage and expect to provide reliable and dependable service that the City expects.
